"Rome is finished", said Senator Albinus.

Okay, this is the third book from Ignatius I've seen this typographical quirk in, and I have to ask: Why is the comma outside the closing quotes in this text?! I have never seen any other English publisher which does this and it's extremely aggravating to read. It's obviously deliberate, but I just want to know why.
