On a more serious note, addicts only commit to changing their behavior when they "hit bottom". Thats the point when they want to quit as much as they want to use. That bottom is brought on all the quicker by financial problems, health problems, relationship problems, etc. So providing free pipes in an effort to reduce disease transmission only makes the bottom harder to reach.

Another example of governmental idiocy.

Life at the Bottom by Theodore Dalrymple,as referenced by Charles Flynn,is an excellent introduction to the difficulties experienced by people when the state attempts to solve all their problems. His Romancing the Opiates is also a good introduction to the problem of addiction.
