As reported by The Times Leader:
Archdiocese of Philadelphia Cardinal Justin Rigali joined Diocese of Scranton Bishop Joseph Martino and Auxiliary Bishop John Dougherty in a studio on the third floor of the Guild building in Scranton to announce the resignation of Martino and Dougherty.
After a brief introduction by Scranton Diocese Spokesman Bill Genello, Martino began his remarks, as he always has, with a religious reference: "May Jesus Christ be praised."
Martino noted that has soon as he took over the diocese he realized "something had to be done" about the problems in the diocese regarding finances, too many churches, and too many schools.
The diocese needs a bishop who is "vigorous," Martino said after relating health problems including severe fatigue, then said "I am not that Bishop," and formally announced he has submitted his resignation to the Pope. He also noted Dougherty's resignation will be accepted, and that Rigali will be appointed Apostolic Administrator. ...
Martino apologized to anyone he hurt through his administrative decisions and way they were implemented them.
