"What, exactly, does an "education investment team" do?"

What they do is what all bureaucrats do: exist and, existing, draw a taxpayer-funded salary. Meantime, they create new layers of human-made laws that will achieve nothing since they come from nothing. Meantime they also demographically vote democrat since they want to perpetuate the system that pays them.

All of bureaucracy, collectively or singly, has but one goal, one purpose, one activity: self-perpetuation.
Therefore, it is not in the interest of bureaucracy to solve problems, but to assure their continuation; not to answer questions, but to ask them; not to choose or select any suggestion(s) but to require ever more "study".
Bureaucracy divides and sub-divides like cells, increasing its presence until it ultimately consumes the body which hosts it.
